Israel to allow vaccinated or recovered tourists to enter starting November 1

We expect that in the following days, the Ministry of Interior will publish regulation and clarifications while gaining experience with the new scheme. 

The following are the English version the scheme. We urge any traveler to read the official government website by clicking here prior to planning or taking any international travel to or from Israel. In any case of conflict between the Government website and the information provided by KTA, the Government information will prevail. 

Ministry of Health Scheme (October 31, 2021)

The Scheme

• Effective 1.11.21, all vaccinated (foreign) travelers will be allowed to enter Israel, provided that they meet all the requirements below:  
  • They did not stay in any red destinations in the 14 days before their arrival in Israel. For an updated list of countries color designation, please click here.
  • They are vaccinated with a WHO-approved vaccine or recovered, according to the terms and conditions detailed below.  
  • There is no other hindrance on their entry to Israel.
  • They entered Israel through Ben Gurion International Airport.  
• Foreign travelers who do not meet all of the requirements above shall not be allowed to enter Israel using this scheme, not even under full isolation conditions (The Exceptions Committee shall continue to review the requests by this population). 

The approved vaccines for this scheme:

• Moderna
• Pfizer 
• Johnson & Johnson – Janssen 
• AstraZeneca 
• Covishield 
• Sinopharm 
• Sinovac 
• Sputnik-V – subject to the restrictions below  

Ministry of Health-approved protocol of vaccination and recovery:

• Foreign travelers who have been vaccinated with the Pfizer, Moderna, AstraZeneca, Sinovac or Sinopharm vaccines:
  • Vaccinated with two vaccine doses and 14 days or more have passed since the date of their second vaccination at the time of their arrival in Israel (but no more than 180 days at the time of their departure from Israel).
  • Vaccinated with the booster dose and 14 days or more have passed since the date of their vaccination at the time of their arrival in Israel.
• Foreign travelers who have been vaccinated with the Janssen vaccine:
  • 14 days or more have passed since the date of their vaccination at the time of their arrival in Israel (but no more than 180 days at the time of their departure from Israel).
  • Vaccinated with the booster dose and 14 days or more have passed since the date of their vaccination at the time of their arrival in Israel.
• Foreign travelers who present evidence of positive results in a molecular test (such as PCR or NAAT) that can be digitally verified in Israel by the Ministry of Health's systems: 
  • It has been 11 days or more since their testing date at the time of their arrival in Israel (but no more than 190 days at the time of their departure from Israel).
  • They have also been vaccinated with at least one dose of a WHO-approved vaccine (there is no significance to the passage of time and the sequence of events).

• Foreign travelers vaccinated with the Sputnik-V vaccine, effective 15.11.2021 and subject to positive test results in a serological test in Israel (they shall remain isolated until testing positive): 
  • Vaccinated with two vaccine doses and 14 days or more have passed since the date of their second vaccination at the time of their arrival in Israel (but no more than 180 days at the time of their departure from Israel).
  • Vaccinated with the booster dose and 14 days or more have passed since the date of their vaccination at the time of their arrival in Israel.

Process of arrival in Israel

• Taking a PCR test up to 72 hours before the time of departure.
• Filling in the declaration form for travelers arriving in Israel:
  • Travelers who carry a digitally verifiable certificate shall scan or upload their certificate of vaccination or recovery to their declaration form and shall be issued a Green Pass before boarding their flight.
  • Travelers who do not carry a digitally verifiable certificate shall declare their vaccinations in the declaration form for travelers arriving Israel, and shall also fill in the application form for reduced isolation, to which they shall attach the relevant documents and shall be issued a Green Pass before boarding their flight.
• Boarding requirements:
  • Presenting documents attesting to negative test results in a PCR test taken up to 72 hours before the time of departure to Israel.
  • Presenting the confirmation attesting to the completion of the declaration form for travelers arriving in Israel.
  • Presenting one of the documents below:
    • Certificate of vaccination attesting to vaccination in accordance with the details of Article 3 above.
    • Certificate of recovery, digitally verifiable in Israel by the Ministry of Health's systems, attesting to recovery.
    • Clearance for exceptional entry to Israel from the Ministry of the Interior (Exceptions, groups scheme).
• Submitting to document sampling and meeting the requirements by the Population and Immigration Authority in Ben Gurion International Airport. 
• Taking a PCR test upon arrival in Ben Gurion International Airport and staying in isolation until testing negative or until 24 hours have passed, whichever is earlier.
• Only those vaccinated with the Sputnik-V vaccine: Taking a serological test upon arrival in Ben Gurion International Airport and staying in isolation until testing positive (in addition to the isolation requirement until testing negative in the PCR test taken upon arrival in Ben Gurion International Airport).

Incidents and responses (the Ministry of Health's recommendation) 

• A foreigner traveler found to not comply with the requirements at the transport terminal shall be denied entry to Israel and returned to his or her point of departure.
• A foreign traveler confirmed as coronavirus positive during his or her stay in Israel shall be transported to a confirmed patients' isolation motel at the Home Front Command's responsibility, medical treatment at the expense of the foreign traveler's private insurance and subject thereto.
• A foreign traveler vaccinated with the Sputnik-V vaccine who tested negative in a serological test shall be allowed to stay in Israel in complete isolation conditions (14 days with the option for reduced isolation after 7 days) but shall be allowed to return to his or her point of origin during the isolation period. 
• A foreign traveler who presented a forged document shall be denied entry to Israel for 5 years.
• A foreign traveler who has been confirmed as coronavirus positive and who refuses to be transported to an isolation motel or who was found to have violated the isolation requirement shall be denied entry to Israel for 5 years.
• A foreign traveler who has not been confirmed as coronavirus positive and who was found to have violated the isolation requirement shall be denied entry to Israel for 3 years.
