As a result, all inbound foreign nationals and business persons will still required to apply for pre-entry approval. Additional changes can be made to the foreign employees entry regulations.

Foreign nationals will not be permitted into the country from nations with high COVID-19 infection rates, including India, Russia, Mexico, Brazil, South Africa, and Argentina.
COVID-19 Entry Regulation Challenges
Over the next few weeks, the Ministry of Interior is expected to publish detailed regulations that will specify, among other issues, the list of COVID-19 vaccines that will be accepted as well as the list of countries that will be denied entry into Israel. This will be based on these countries' COVID-19 infection rates.
The new regulation has yet to be published, and many questions still need to be answered:
a) Which vaccines will be accepted by the Israeli Government? (For example, will AstraZeneca, Jonhson & Johnson, Sinovac, and Sputnik be accepted?)
b) When and how should proof of vaccination be presented?
c) Will proof of vaccination need to be presented before the flight or upon arrival?
d) To whom should proof of vaccination be presented? (i.e. border control, Special Ministry employees, etc.)
e) How should proof of vaccination be presented? Will electronic submission be required before the flight or will proof of vaccination need to be shown at the airport?
f) Will a copy of the vaccination certificate be sufficient or does the original need to be presented? How will the authenticity of the proof of vaccination be proven?
g) Which languages will be considered acceptable on proof of vaccination? Will there be any translation requirements? (i.e. notarized or apostilled)
