Israel: Entry of Foreign Experts After February 20, 2021

While all international passenger flights from and to Ben Gurion Airport are banned until February 20, 2021 the Israeli government has identified a limited number of exemptions based on humanitarian grounds where flights are permitted. 

These decisions have been made by a committee formed for this purpose known as the “Exemption Committee”. Foreign experts have been excluded from eligibility to apply for an exemption.

KTA was advised today by senior officials at the Ministry of Economics, that as of next week, the Exemption Committee will start considering applications for the entry of foreign experts, who are deemed by the Ministry to be essential to the Israeli market. Priority will begiven to those foreign experts with valid work visa, that returns to Israel.  In light of the anticipated volume of requests as well as limited flight availability, officials recommend applications for entry to be submitted ASAP for use by February 28, 2021(expected entry date).  


KTA expects that in parallel, the Work Permit Unit (WPU) of the Ministry will resume its operations for issuing new work permits early next week, based upon the relevant government office (per industry) recommendations and in light of the policy taken since the start of the pandemic. Our recommendation is to submit new work permit applications ASAP to the WPU, to allow for timely processing. 


Currently, all inbound passengers are required to enter mandatory isolation in state-run facilities for at least 10 days, subject to 2 negative COVID-19 tests. It is not yet clear what method of isolation will be required for inbound passengers after February 20, 2021. A decision is expected to be made soon by the Ministry of Health.

Israeli COVID 19 Vaccine Rate and "Green Passport"

Israel reports that 4 million people have received a first dose, of whom 2.6 million have received a second dose of Pfizer-BioNTech shot — or some 43% of the eligible population. 


The Israeli government approved opening of stores, gyms, hotels, and other venues from Sunday February 21. 


Nevertheless, only those who have been vaccinated or have recovered from COVID-19 will be able to use gyms, enter sporting and culture events, hotels, and swimming pools. They will have to bring proof in a so-called “green card” scheme.

The green passport will be available on agovernment-developed app, where the user will fill out his personal details and will subsequently receive a “pass” authorization displaying the pass on a smartphone, as well as an ID, will be required.

Those who do not have a smartphone will be able to print a green passport, with a unique barcode.

     

US Immigration: Jerusalem Embassy and Tel Aviv Branch Office to resume visa processing services

The United States Embassy in Jerusalem and Embassy Branch Office Tel Aviv have resumed certain nonimmigrant visa services, including employment (E/H/L/O/P/R/C1D), student(F/J/M), and very limited tourist and business (B) nonimmigrant visas.  Embassy Jerusalem has resumed processing of K-1 (fiancé visa), as well as immigrant visas for immediate relatives, returning residents and EB-5 visas. 

H-1B CAP Season Opens March 9

The H1B cap registration period for this fiscal year FY 2022 will begin at 19:00 on March 9, 2021 and will close at at the same time on March 25, 2021. All H1B cap registrations cost $10 per registration and are submitted online during the registration period. 

The “lottery”, which is a random selection of the applications submitted is conducted by USCIS and those selected will be notified by March 31, 2021.

Petitions can be submitted between April 1, 2021 thru June 30, 2021.  

Students Given Blanket Exception

A Presidential Proclamation suspends the entry of foreign nationals who were present in South Africa, Brazil, the United Kingdom, Ireland, Iran, and the 26 countries that comprise the Schengen Area within 14 days prior to their arrival to the US.  

This means that you cannot travel to the US while this Presidential Proclamation is in effect, unless you receive a national interest exception. The Dept. of State has announced that students with valid For M visas and a valid I-20 form may travel to the US without requesting an exception.
