All Countries are Designated as Red as of Today, December 20

In a continuous effort to fight the spread of COVID-19, the Israeli Ministry of Health announced that as of today, all countries will be regarded as red countries. 

The significance of this decision is that any person who arrives in Israel from abroad, whether Israeli or non-Israeli, will need to enter home isolation for 14 days. 

A grace period has been in place, allowing Israelis traveling from green countries to be exempt from the quarantine requirement. Green countries included until today the UAE, Seychelles Islands, New Zealand, Singapore, Hong Kong, Australia, and Uruguay.

We advised in our Client Alert on December 13, that this isolation period can be shortened to 10 days for individuals that will complete the following steps:

1. Register with the Ministry of Health via the online form or through the Health Center Line upon arrival.
2. Undergo a PCR test for COVID-19 as soon as possible after entering isolation.
3. Undergo a second PCR test for COVID-19 from the 9th day after the entry into Israel, and at least 24 hours after the first PCR test.
4. If both tests are negative, a notification will be sent to the individual (in a text message or by phone). The notification is required for exit from the quarantine after 10 days. 

The “all red” countries decision came as a result of the Ministry’s estimation that there will be a high-volumetraveler arriving in Israel who are infected by the Coronavirus during December. As the Ministry’s decision is highly controversial, several political parties may try to get this decision revoked until it’s execution. 

Foreign nationals planning to arrive from green countries are strongly encouraged to complete their travel to Israel before December 27, to avoid the need for mandatory isolation. 

Note: It is not clear yet what will be the impact on isolation requirements on those who travel to Israel for up to 7 days of work or 4 days for a business trip that was in some cases exempted from Isolation through a specially designated process. 
     

Israel Bans Travelers from the UK and other Countries due to New Variant of COVID-19

Following the recent emergence of a new variant of the COVID-19 virus in the UK, airline representatives in Israel and abroad have been instructed not to board non-Israeli passengers on flights arriving from the UK, with the exception of foreign diplomats.


Additionally, as of today, no entry permit to Israel will be processed by the Ministry of Interior for travelers arriving from the United Kingdom, South Africa, Denmark, Brazil, and Australia.


According to the press, the UK has seen over 2M cases and has seen one of the highest Covid-19 death rates in Europe, with more than 67,000 fatalities.

Visa Waiver Between UAE and Israel – Interim Agreement

Both the Israeli and UAE Cabinets have ratified the agreement between countries regarding the mutual exemption from entry visa requirements. 

Nevertheless, the exemption has not yet entered into effect. In accordance with the requirements of the authorities in the UAE, Israeli nationals are still required to apply for a pre-entryvisitor visa, until the mutual agreement enters into force, which is anticipated after Feb. 2021. 

According to the requirements of the Dubai Airport Authority, an Israeli national may not arrive at the airport without a printed visa.
