Israel International Air Travel: Designation of “Green Locations”

The skies are opening,and gatherings are expanding, despite the pandemic continuing to plague the State of Israel.

Following previous KTA client alert dated August 4, 2020, the Israeli Health Ministry announced today of the “Green Locations” that would eliminate the quarantine requirement for travelers entering Israel from these locations. The policy change refers to countries with a low corona virus infection rate. 


Green Location: there will be no duty to go into isolation if a person arrives in Israel from a Green Location, as long as they did not stay in a Red Location during a 14-day period before their flight to Israel. Passengers who arrive in Israel from a Red Location will have to go into isolation.  


Currently (August 16),the Green Locations are: Austria, Canada, Cyprus, Denmark, England, Estonia, Finland, Germany, Georgia, Hungary, Hong Kong, Italy, Latvia, Lithuania, New Zealand, Rwanda and Slovenia.

Red Locations: The 14-day isolation duty applies to all passengers from Red Locations or passengers who stayed in Red Locations during the 14 days before air travel to Israel, except passengers who received exemptions.


Upon arrival in Israel, passengers will be asked to prove they can comply with isolation requirements in order for them to be permitted to complete the isolation period at home or another suitable accommodation.

Those who cannot comply with home isolation requirements will have to declare the address of their accommodation for the entire isolation period.  

The list of Green Locations will be updated from time to time, and can be found at the Ministry of Health website.

KTA specialists comment that these steps, and many others that have already been adopted, represent the governments efforts towards normalization of the Israeli economy. Nevertheless, Israel is still seeing an increase in  COVID-19 cases. 
     

Inbound Travel to Israel 

According to the Ministry of Interior, any foreign national who travels to Israel, either from Green or Red Locations, must fill out an online inbound clearance application form, not more than 24 hours before their travel to Israel, following submission, the individual will be either cleared or refused to board the flight. 

If an individual is unable to comply with all health requirements, then he/she will be refused to board their flight. 

Foreign nationals arriving from either Green and Red Locations will still need to present an entry clearance. Passengers must print out the clearance and take it to the airport to show it to the relevant officials. Passengers must keep the clearance until arrival in Israel (after passport control). 

Outbound Travel from Israel 

The Ministry of Interior issued today a detailed instruction for outbound travelers as follows: 

Before air travel

  • Passengers must be up-to-date with published guidance and restrictions of their destination.· 
  • Passengers must submit an application to leave Israel (which includes their personal information and a health declaration) no more than 24 hours before departure.
  • Passengers must print out the clearance and take it to the airport to show it to the relevant officials. Passengers must keep the clearance until arrival in destination.

Entry to airport

  • Entry to airport will be allowed only to those who present a valid plane ticket and clearance issued by Israel Ministry of Health.· Body temperature will be screened before entering airport premises.
  • Entry to airport premises will be allowed to passengers only (exceptions apply).
  • People with symptoms such as fever, shortness of breath, or loss of taste and smell will not be allowed to enter the airport premises. 

Guidance before, during and after air travel

  • Travelers must wear a face mask that covers the nose and mouth at the airport (ages 7 years and older), and on board the aircraft(ages 6 years and older).
  • Passengers must stay at least 2 meters from people who do not live in the same household as they do.
  • Passengers must practice hygiene, which includes washing hands with sanitizers.
  • Passengers must present their boarding pass and clearance to airline staff.

Medical Insurance - Reminder and Clarification


Any foreign nationals entering Israel must present health insurance that specifically covers for COVID 19 disease upon entry to Israel. 


The Ministry of Interior clarified  to KTA that an email or letter from the Insurer, assuring full COVID 19 medical coverage will be sufficient upon entry.
