According to Globes,Israel's business news, and Ynet news, the Israel Airports Authority has notified airlines that the ban on non-Israelis entering Israel has been extended to May 30, while Israelis returning from abroad must continue to self-isolate for two weeks.

Last week, the requirement for returning Israelis to self-isolate in government-run hotels was eased with people being allowed to quarantine in their own homes.According to reports,Israel may allow visitors from so-called "green countries" to enter after being subjected to several Health Ministry protocols.  It is not currently clear what protocols will be put in place.

The green-country list is comprised of several nations with relatively low rates of corona virus infections that have legislated laws requiring the use of personal protective equipment. Business in Israel has been severely crippled since the beginning of the COVID-19 outbreak in mid-March, with the business sectors and airline representatives pleading with the government to provide additional relief to their struggling industries and urging fewer restrictions on international travel.

Resumption of International Flights to Israel

Foreign airlines have been announcing the resumption of flights to Tel Aviv will begin next month: Wizz Air, British Airways, Delta and Air Canada flights can now be booked online but it is still not clear if the entry of foreign nationals will be allowed and what medical protocols will be in place next month.

Air India is considering starting Tel Aviv - Delhi flights in June, Alitalia is hoping to start Tel Aviv - Rome flights in June, and Air Baltic is mulling renewing Tel Aviv - Riga flights.

While many airlines would like to resume flights, it is clear that the main issue dampening demand is that Israel is still barring entry to all non-Israelis.In late April, Israel's three carriers - ElAl Israel Airlines, Arkia, and Israir announced no plans to restart scheduled flights for the time being.

The COVID-19 crisis has grounded most of El Al's fleet. It was reported on May 14, that El Al CEO Mr. Gonen Usishkin has asked Prime Minister Benjamin Netanyahu to urgently intervene to save Israel's national airline from liquidation.

Urgent Visas for Machinery Repairs and Installation

As a result of the COVID 19 crises, the Israeli Ministry of Health published a protocol to allow foreign nationals to enter Israel for urgent machine repairs and installations.

The protocol involves the submission of detailed applications regarding the urgent need and the protection that will be taken in terms of health regulation (housing isolation, sole travel to work, working in an isolated environment, and more).

Four separate approvals from the following government offices need to be secured:

- The Ministry responsible for the relevant employer industry (for example Ministry of Economics – for microelectronics, Ministry of Transportation – for train-related projects, Ministry of Infrastructure– for gas and oil),

- Ministry of Interior,

- Ministry of Health

- Ministry of Foreign Affairs (provides final approval to fly).

Kan-Tor & Acco advised of the new protocol in previous client alerts and has since processed several urgent entry permits. The average processing time is currently 2-3 weeks, Kan-Tor & Acco has learned that efforts are being made to streamline the process in order to shorten the processing times,  as a result of the  Ministry of Economics' determination to the economy.

Best Regards,
